The ANCP Morningside cluster, located in Manhattan’s Morningside Heights, encompasses three buildings located on Manhattan Ave, W 115th St, and W 116th St. The Affordable Neighborhood Cooperative Program selects developers to rehabilitate city-owned multi-family properties.
The 3 buildings totaled are currently made up of thirty-five residential units and two commercial spaces at the ground floor of two of the buildings. Undergoing substantial rehabilitation via HPD’s Affordable Neighborhood Cooperative Program (ANCP), systems will be upgraded, units reconfigured, and affordability. All units will be affordable for working families making 90 to 100 percent of New York City’s Area Median Income.
The construction of the upgrades or repairs are funded by private institutional lenders and New York State Affordable Housing Corporation (AHC) programs. The 40-year Regulatory Agreement imposes income caps and resale restrictions. The city owned ANCP properties will be transferred to Restoring Communities HDFC post-construction, forming a HDFC upon cooperative conversion
